A 21-year-old accused of plotting an ISIS-inspired attack against a church in Detroit is behind bars Monday.

Khalil Abu-Rayyan, a resident of Dearborn Heights, Michigan, has not been charged with any terrorism-related crimes, but he has been under investigation since May and is facing marijuana possession and concealed weapon charges.

The U.S. Attorney’s Office says Abu-Rayyan has been under continual FBI surveillance.

He was arrested because of recent threats he made against the church and conversations with an undercover agent posing as an Islamic State supporter.

Abu-Rayyan reportedly said he wanted to carry out a “martyrdom operation” and wanted to behead someone.
